GRADUATED LICENCING

There are three elements typically used as part of Graduated Licensing Systems – extending the learning to drive process through a minimum learner period (time or hours), post-test controls on driving in the dark, carrying peer-age passengers, and a lower blood alcohol limit.  Shaun will examine the extent to which such elements can be delivered voluntarily, either supporting licensing reform or within the current system in Great Britain, and what this would mean in practice for different stakeholders.

About the topic leader
Shaun Helman is TRL’s Chief Scientist for Behavioural Sciences. He has worked for over two decades in transport behaviour and safety, with a focus on road safety and driver training, testing and licensing. He has been heavily involved specifically in research into young and novice drivers in Great Britain for the last decade, working with the Government and agencies to find the best solutions for safety outcomes and licensing reform.

Twenty years ago, the advice for new drivers was to choose a first car with ABS, passenger airbags and at an absolute push, some kind of traction control. In the past two decades, the amount of ADAS technology on affordable small cars has exploded, but consumer knowledge hasn’t necessarily kept pace. Whilst EuroNCAP provides easy-to-understand ratings for active and passive vehicle safety, many new drivers and parents prioritise style and cost over safety. This topic examines the role of road safety professionals in helping to get new drivers into the safest vehicles.

As the Vehicle Technology Specialist, I gather insight and intelligence regarding current and future vehicle technology. This technology could relate to automation, connectivity, safety, repair, electrification and security. Working closely with vehicle manufacturers and technology suppliers I decipher the meaning of these new technologies to influence Thatcham’s strategic agenda.

FATIGUE

Sleepiness is a normal, healthy, even daily experience for most people. But problems start to arise if sleepiness or fatigue is experienced whilst completing a safety-critical task, such as driving. Young novice drivers are at increased risk of driver fatigue and are over-represented in crashes. The session will consider how road safety professionals can engage young novice drivers in managing their fatigue.

About the topic leader

Ashleigh Filtness is a Professor of Transport Human Factors and Sleep Science at Loughborough University Transport Safety Research Centre (UK). She is fascinated by sleepiness and fatigue and their impact on safety. Over her career Ashleigh has authored over 90 peer-reviewed publications and attracted research funding in excess of £3.3 million.

SEATBELTS

The seatbelt law came into force 40 years ago and according to recent government surveys, compliance in the UK is considered high, with 94.8% of all drivers observed wearing a seatbelt. However, this figure is almost 2% lower than five years ago, hinting at a decline in seatbelt compliance.

During this topic, we’ll look at the cultural, technological and legislative landscape around seatbelt use and explore the opportunities for road safety agencies to improve compliance.

WHAT NEXT?

Improving young driver road safety is a key priority for government and industry alike. This facilitated workshop ‘Time to get specific – what next?’ will help participants digest insights presented during the earlier sessions and will support them to review how this learning could be applied to their own programmes of work. This interactive session will include online polling, roundtable discussions and plenary feedback and has been designed to ensure that delegates leave the conference with a clear understanding of the actions they can take to improve young driver safety.

About the facilitated session leader

Elizabeth is an accomplished transport researcher and commissioner with almost two decades of experience. She is an advisor to several road safety industry and government project boards and alongside her role as Research Director at the RAC Foundation is the Lead Researcher for the DfT Road Safety Investigation Branch.

It’s well documented that the six months after passing the driving test are the most dangerous. Yet, even the best education, training and preparation can easily be suppressed by the excitement of one of life’s first big milestones. Enter telematics insurance. By having access to real-time driving data, insurers can do what road safety professionals and parents can’t - know precisely how the car is being driven at any given moment. This opens up a world of risk reduction opportunities. However, research shows that there is still significant resistance to telemetry from young drivers themselves. This session asks whether road safety professionals have a role to play and if so, what might it look like.

Sam is the Co-Founder of The Floow, a leading telematics provider and pioneer. His work and research help to provide risk understanding and feedback to at-risk drivers and road operators globally. In the UK this includes hundreds of thousands of younger drivers with whom feedback approaches make driving safer.

YDF ’23 promises to be an action-packed event, with highly focused topics and panel discussions exploring the challenges and opportunities facing road safety professionals who seek to improve the safety of young drivers. If we’ve done the first part of the day right, this is about the moment when we’ll all need a bit of time to rest, reflect and maybe even get a little excited.

We’re delighted to have Edmund King, President of the AA, lead a session that aims to inspire and enthuse us as we battle towards the goal of fewer deaths and serious injuries involving young drivers. A passionate road safety advocate and father to a relatively newly qualified driver and two others currently learning to drive, Edmund will share his perspective on the topics discussed at YDF ’23.
